User in a new Rule does not log in

I created a new Rules as the name of “manager” but all users with Rule only Manager, cannot login. is there any configuration preventing this?

@ismael.m.desousa The user with the Role you created should have at least one menu that corresponds to the role. Otherwise can not login. You can check the menus.
